When someone deletes something from windows OS, can that deleated file be carved out from the Linux side of the dual boot? Is the unallocated space shared by both OS's?

The Linux end would very probably see the same volume, and if good carving software is present, yes, it carve deleted files out.

Yes, but looking at it that way misses the point. Unallocated space belongs to the volume. Any OS that can access that volume will be able to access unallocated data in some way. Needn't be dual boot.
